Per Articles 81, 82, and 83 of the Constitution of the Chiefdom of Osolia and Clause 7 of the Osolian Elections Act (Osolian law no. 02/IX) and Clause 19 of the Osolian Governance Act (Osolian law no. 06/IX),

BE IT HEREBY ENACTED:

(1) The electronic voting results as released by the Digital Osolia Office in OJCO no. 05/IX are enacted as the binding results of the election.
(2) Following the provisions of Clause 18 of the Osolian Governance Act, a tie between the candidates running for Chief was resolved after one candidate voluntarily conceded. The elected Chief is therefore Hydrogen, an Osolian national with in-game name “PredictionEngine” at the time of the issue of this decree.
(3) Following the provisions of Clause 18 of the Osolian Governance Act, a tie between the candidates running for Speaker was resolved at the discretion of the Speaker. The winner was chosen at random in the presence of the tied candidates and two witnesses. The moment at which the winner was decided was additionally recorded and has been made available. The elected Speaker is therefore Michael Webb, an Osolian national with in-game name “TheRandomMelon” at the time of the issue of this decree.
(4) I, the Speaker, hereby certify the results of this election as described above

THIS ACT IS BINDING UPON PUBLICATION IN THE OFFICIAL JOURNAL OF THE CHIEFDOM.

Per the obligations of the Digital Osolia Office as established in OJCO no. 04/IX:

(1) I, the Executive Director of the Digital Osolia Office, affirm that the results herein described are the unabridged results reported by the electronic voting and counting system and submit them faithfully to the Speaker of the Assembly to be enacted.
(2) 5 ballots were cast during the 48-hour voting period.
(3) 35 Osolian nationals were eligible to vote in this election. Turnout is therefore 14.3%.
(4) The first choice votes for the position of Chief are as follows:
(a) No abstentions were indicated.
(b) 2 votes for candidate “Hydrogen”
(c) 2 votes for candidate “Josephine”
(d) 1 vote for candidate “Raj Kumar Vyas”
(e) The vote for the position of Chief therefore continues to the second instant runoff.
(5) The second round votes for the position of Chief are as follows:
(a) 2 votes for candidate “Hydrogen”
(b) 2 votes for candidate “Josephine”
(c) There is therefore a tie.
(6) The first choice votes for the position of Speaker are as follows:
(a) 1 ballot indicated abstention
(b) 2 votes for candidate “Michael Webb”
(c) 2 votes for candidate “tz_scion”
(d) There is therefore a tie.
(7) To the best of my knowledge, the electronic voting system suffered no malfunction, and all cast ballots were registered and counted properly.

Per Clause 21 of the Osolian Governance Act (Osolian law no. 06/IX),

BE IT HEREBY ENACTED:

PART I - ESTABLISHMENT AND PURPOSE
Clause 1. The Digital Osolia Office is hereby officially instituted as an independent agency of the Osolian government. The establishing body is the Chief's Council. 

Clause 2. The purpose of the Office shall be to provide digital services in the Chiefdom. It shall cooperate with other government and server bodies. The Office shall function and carry out its duties independently and shall not be subject to undue pressure or influence from any other government body.

PART II - ORGANIZATION
Clause 3. The agency is led by an Executive Director, who shall direct the Office and manage its projects.

Clause 4. Osolian nationals may contribute to the work of the Office as developers or in another role, as required and at the request of the Executive Director.

Clause 5. The Executive Director shall be free to independently set standards and regulate the organization and functioning of the Office, provided the actions taken by the Executive Director do not conflict with the relevant decisions of the Chief’s Council or Osolian law.

PART III - MY.OSOLIA PLATFORM
Clause 6. The my.osolia platform is the e-government portal of the Osolian state. The Office, in cooperation with all other public bodies, shall work to improve the platform and digitize government services to provide a better experience for citizens.

Clause 7. Voting on the my.osolia platform shall be fully autonomous and subject to no interference from the Office or any other public or private body. At the end of the election, the Executive Director of the Office shall certify the validity of the results released by the automatic counting systems and affirm that, to their best knowledge, all cast ballots were registered and counted properly.

PART IV - APPOINTMENT OF THE EXECUTIVE DIRECTOR
Clause 8. Hydrogen, an Osolian national with in-game username “PredictionEngine” at the time of the issue of this decision, is appointed Executive Director of the Digital Osolia Office.

THIS DECISION IS BINDING UPON PUBLICATION IN THE OFFICIAL JOURNAL OF THE CHIEFDOM.

Per Articles 81 and 82 of the Constitution of the Chiefdom of Osolia,

BE IT HEREBY ENACTED:

(1) A regular general election shall be held on the 15th of June, 2025.
(2) Candidacy shall open on the 1st of June at 00:00 UTC on the my.osolia platform and close at the start of voting. Any Osolian national may register as a candidate and later rescind their candidacy.
(3) Voting shall open at 00:00 UTC on the my.osolia platform.
(4) Voting shall close at 00:00 UTC on the 17th of June, 2025.
(5) The electronic ballot counting system shall automatically and accurately output the results of the election, which will be officially reported by the Office of the Speaker.
(6) The twenty-four-hour appeals period, as required in the Osolian Elections Act (Osolian law no. 02/IX), begins upon the release of the results of the election by the Office of the Speaker.

Per Article 13 of the Constitution of the Chiefdom of Osolia,
